Specific Activities

Over 20 years experience in the Economic Regulation Group of the UK Civil Aviation Authority (final position of Head of Air Services Policy, a member of the CAA’s Senior Management Group) and 14 years as Director of External Affairs and Route Development at Virgin Atlantic Airways, with a wide range of executive responsibilities. Lectured extensively on air transport management and regulation at universities and similar bodies throughout the world, and a frequent presenter at aviation conferences. Formerly Visiting Professor at the University of Ulster and External Examiner at Cranfield and City Universities. Contributed numerous papers and articles to peer-reviewed and other journals. Formerly Chairman of IATA’s Industry Affairs Committee, Deputy Chairman of the UK’s Airport Co-Ordination Ltd and Deputy Chairman of the Board of Airline Representatives UK. Member of numerous government and industry committees and advisory bodies. Formerly Board Member of the UK India Business Council, Chairman of the Caribbean British Business Council, Chairman of the British Air Transport Association (2009 – 2015) and Board Member of The Airline Group and National Air Traffic Services (NATS). ). Appointed to the Council of the UK Air League in 2019. Previous charity involvement included Trustee and Board Member of Airlink and Trustee of the Loomba Foundation. Made a Commander of the Order of the British Empire (CBE) in the Queen’s New Year Honours List for services to aviation and charity


A trained economist, with a doctorate in air transport economics, I have spent the whole of my working life in the aviation industry. I joined the then recently established UK Civil Aviation Authority in 1973 as a junior economist, subsequently becoming Economic Advisor. Following a period with British Caledonian Airways, I returned to the CAA in a policy role, eventually becoming Head of Air Services Policy. In 1995, I joined Virgin Atlantic Airways as Director of External Affairs and Route Development with an extensive, and growing, area of responsibility. I was a key member of the team which transformed Virgin Atlantic from a relatively small airline into a major player in international aviation, working closely with the company’s Chairman, Sir Richard Branson. I retired from Virgin Atlantic in early 2009. Recent consultancy tasks undertaken have included : – Advising on the creation of a major aeronautical university to be established in India. – Advising a large international airline on the regulatory aspects of creating a low-cost subsidiary. – Advising a major airport group on slot policy. – Advising on the creation of a new university department to teach a course on air transport management. – Advising the Indian government on civil aviation legislation. – Advising the European Commission on the EU’s external Aviation Policy. – Preparation of aviation legislation and regulations for a Middle East country. – Advising on the implications for aviation of the UK’s decision to leave the EU (Brexit) and recommending potential ways forward. – Preparation of a Business Plan for a new long-haul airline.
